Job Description
The University of Missouri Libraries seek a creative and collaborative librarian to oversee the University of Missouri System Electronic Resources Cooperative Office (UMECO). The position is responsible for managing the acquisition, renewal, and cancellation of e-resources on behalf of the libraries of the UM System. This includes negotiation and ongoing administration of licenses, contracts, budgets, and pricing. UMECO consists of four employees, and this position supervises the other three employees in the unit.

Description of Duties
• Budget and purchase system-wide electronic resources for the four UM campus libraries, for each individual campus in the UM System, and for affiliated organizations.
• Coordinate and monitor shared funding arrangements.
• Negotiate licensing agreements with publishers and other content providers to secure terms that meet UMECO values and goals and comply with UM System policies and procedures. Work with UM System General Counsel, Accounting, and IT as needed.
• Participate in the development and maintenance of guidelines for standard license terms.
• Establish ongoing relationships with vendors, publishers, members, and affiliates as a primary point of contact to manage e-resource collections and meet system needs.
• Contribute to maintenance of Electronic Resources Management Systems (ERMS), currently FOLIO and ConsortiaManager.
• Identify opportunities for cost savings, resource sharing, or collection quality improvements. Make recommendations for system-wide collection development planning.
• Serve as liaison to related projects, committees, task forces, and the Collections Development and Reference Services Committee (MCDRSC).
• Provide budget plans, research, analysis, and data as requested by UM System libraries.
• Enhance and maintain UMECO communication methods to disseminate information to the system libraries.
• Provide support on e-resources for libraries, working with vendors, librarians, and UM/MU internal offices to resolve problems on issues such as abuse, access, and availability of resources.
• Maintain awareness of the industry in all matters relating to the position including open access and transformative agreements.
• Supervise, hire, evaluate, and train three employees.
• Other duties as assigned.

This position reports to the AUL for ACTS at the University of Missouri Libraries in Columbia, MO. Options for hybrid work are available.

Qualifications
Minimum Qualifications: Master’s degree from a program accredited by the American Library Association (ALA) or from a program in a country with a formal accreditation process as identified by ALA at time of appointment.

Candidates will also be evaluated on the following:
• Experience in some aspect of licensing, vendor negotiations, acquisitions, or library consortia. Preferably, 2+ years experience, including electronic resources licensing in an academic or consortia environment.
• Experience with fiscal management.
• Ability to communicate effectively, including excellent interpersonal and communication skills, including the ability to both lead and work as a member of a team.
• Ability to work independently and collaboratively in a demanding and rapidly changing environment.
• Ability to demonstrate analytical and problem-solving skills.
• Leadership experience and ability to promote teamwork, with the ability to foster collaborative relationships and provide creative and dynamic leadership.
• Demonstrated successful experience with electronic resources licensing in an academic or consortia environment.
