Position Description Advertised Job Summary This position reports to the to the Director of Facilities Administration and Finance and serves as the Human Resources Manager for Facilities Services, and Facilities Planning, Design and Construction (FPDC). This position provides oversight in all aspects of the Human Resources activities and works closely with the AVP of Facility Services and the University Campus Architect (FPDC lead). The incumbent is required to exercise independent judgment and has discretion in performance of duties. Minimum Qualifications Bachelor’s degree and 5 years experience in human resources management programs.
Preferred Qualifications Knowledge of State and USC Human Resources policies and procedures. Knowledge/Skills/Abilities Knowledge of human resources laws, standards and practices. Ability to maintain confidentiality. Ability to effectively plan and organize work activities and prioritize task completion according to schedules and goals. Ability to communicate effectively. Ability to deal courteously and effectively with internal and external customers. Ability to exercise judgment and discretion in interpreting and applying policies and procedures. Job Duties Job Duty Provides supervision to the human resource representatives that support the day-to day efforts for Facilities Administration, Facilities Services, and FPDC staff. Develops HR staff within their respective functions to serve the division. Collaborates with staff to facilitate teamwork and adjust workload in peak times. Essential Function Yes Percentage of Time 25 Job Duty Counsels leadership & management on complex HR situations. Coordinates with multiple departments within central HR to resolve cross-functional challenges including Employee Relations, Class/Comp, OIS, Benefits and Talent Acquisition. Listens to employee concerns and engages leadership towards resolution. Coordinates with EOP as needed. Provides guidance on HR procedures and interprets HR related policies for division leadership. As described this office will work with Division of Human Resources on various initiatives to improve HR practices across the university system. Essential Function Yes Percentage of Time 30 Job Duty Manages the classification and compensation function for Facilities. Analyzes workforce trends and internal and external market data and collaborates with leadership to develop and implement periodic Personnel Action Plans. Provides as needed adhoc reporting to Facilities leadership in a timely manner. Position needs to be able to distribute information accurately for HR related data. Essential Function Yes Percentage of Time 20 Job Duty Coordinates strategic initiatives such as recruitment of skilled labor in the trades, oversees HR staff members in recruiting through job fairs etc., organizational changes, succession planning, rewards and recognition programs and identifying professional development opportunities to improve employee engagement. Tracks, reports and analyzes Key Performance indicators & trends to inform management decisions. Facilitates meetings and management training.
