BASIC FUNCTION:

The Associate Registrar for Compliance, Reporting, Records, and Graduation Services serves as a key member in the Office of the University Registrar with primary responsibility for the evaluation and articulation of transfer credits according to established University policies, reporting student enrollment to external entities, FERPA compliance, oversees and facilitates the athletics eligibility certification process and will work closely with Howard’s Athletics Department to ensure that Howard student-athletes are properly certified to participate in NCAA Division I intercollegiate competition.

PRINCIPAL ACCOUNTABILITIES:

Assist the University Registrar in developing office policies and procedures for compliance, reporting, records, and graduation operations.
Lead and oversee all enrollment related, operational and policy related functions of the for academic record keeping, graduation, commencement planning, diploma generation and distribution, grading, transcript accuracy and production, enrollment certifications.
Oversee the maintenance of the academic records for all current and former students.
Manage the production of transcripts and provides system support and maintenance for the transcript ordering system.
Oversee the graduation clearance process and provides maintenance for all graduation support systems, including the graduation clearance module and all graduation tables in the student information system.
Manage the verification of enrollment and degrees and provides system support and maintenance for the enrollment verification process.
Provide system support and maintenance for the document imaging system.
Remain current with enrollment best practices, policies, and processes, related technology, issues and challenges for college and universities.
Develops and maintains an operational guide and manual as well as the Registrar’s Calendar visible online.
Oversee National Student Clearinghouse submissions.
Manage the establishment and maintenance of processes for the equitable and consistent administration of academic record keeping policies and procedures.
Work collaboratively with direct reports to strategically plan the technological direction of procedures, processes, and policies.
Examine and re-engineer operations and procedures, formulating policy, and developing and implementing new strategies and procedures, and lead process change, as needed to develop and maintain modern and efficient operations for the office.
Perform other duties as required.

MINIMUM REQUIREMENTS:

Bachelor’s degree required; Master’s degree preferred.
Minimum of 5 years of managerial experience in a registrar’s office or closely related enrollment management function in a higher education institution.
Experience with complex student information systems, course registration, curriculum and enrollment planning software
Experience in understanding of administrative registration matters across higher education.
Strong understanding of best practices in student registration and records and understands the role of the Registrar in strategic enrollment management and student success.
